ast -> eacl and conversion and vice-versa is related to internal structure of NeoFS, so we can place it in neofs package.

It's an intermediate model between EACL (from NeoFS) and ACL, Policy (from AWS)

Originally we planned to build abstract syntax tree of S3 ACL grammar as inermidate model, as mentioned above.
It didn't happen, but the name stayed.
