Port GET /get_by_attribute/{cid}/{attr_key}/{attr_val:*} and HEAD /get_by_attribute/{cid}/{attr_key}/{attr_val:*} APIs from the HTTP gateway to REST. Follow https://github.com/nspcc-dev/neofs-http-gw#replies for attribute handling, see #109.
