On NeoFS Storage node set up, the administrator needs to set the LOCODE for the node in configuration file. Now there is no easy way to find nearest LOCODE known to NeoFS InnerRing.

We need to add and option to neofs-cli, providing a list of nearest LOCODEs to the coordinated passed via command line arguments.

This better be some search function, not a lot of people remember their coordinates. Searching for a city is a more natural thing.

This issue is about the case when you do not have your city but need to specify some.
