Current Behavior

All nodes receive NEOFS for storage.

Expected Behavior

Maintenance mode nodes are excluded, as was the node behavior after https://github.com/nspcc-dev/neofs-node/issues/3328.

Possible Solution

Fix implementation.

Steps to Reproduce

Put node into maintenance, receive NEOFS.

Context

Porting of economics from the node was a bit incomplete.

Regression

Kinda.
