Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

It makes no sense to restrict puts based on object ID.
We need to make a list of what doesn't make sense.
Specifically, restricting by payload hash could make sense to block unwanted content, but again this is easy to circumvent.
