While we support ms-precision timestamps in the protocol we don't allow to configure block time using ms. But it can be interesting for various tests, both in neo-bench and regular unit testing (see #2379 also, CLI has to wait for blocks). At the same time we can't just change one for another, both must be supported for some period of time (with appropriate hints).
