Currently our Docker image can be built for Windows Server Core only. It's enough for production node run, but for development purposes there's a demand to build at least privnet for Windows. We need to investigate the possibility of building Windows-based privnet images (make env_image) and add a documantation about possible workarounds for the following problem:

This problem occurs when building WSC-based image on Windows.
