While NNS is a regular NEP-11 contract and some things can be done with it using standard wallet nep11 interface it also has a lot of specifics that can be exposed to the user via CLI. The primary concern that I have is that we can end up having too many things in the CLI, a separate tool can be more appropriate for it. Depends on #2732, related to #2733.
