enable fschain_autodeploy
drop locode DB download/setup, forget it completely
drop neofs-contracts references, they're no longer needed
drop neofs-adm morph init invocations, they're no longer needed
start IR and wait for it to be ready, then move on to SNs

This needs to be tested for new installations and this is gonna be the new deployment procedure for NeoFS.
